Fix: Fixed missing visualization for a couple circle tools

Just pushed a few changes to fix the missing visuals for the Intersection point of 2 circles and Intersection point of circle and Tangent. Updated the dialogs while I was at it.

Also added a Warning message box if an intersection point between a circle and tangent point is not found - that is if the tangent point is within the circle.

I should note that the visuals use the "secondary " and “tertiary” support colors as set in the preferences to render the circles. The linetype is fixed at a dotted line.
